These inspections, which are conducted every five years, can help ensure safety and prevent emergency replacements due to cracking and deterioration.

TendonScan® inspects the external structural post tension tendons that hold up our nations bridges while CrackScan® seeks out cracks in concrete structures. IPC also uses ground penetrating radar (GPR) for NDT inspection of roadways, bridges, runways and parking surfaces for sinkholes, hidden elements and weak spots. The company utilizes customized drones for aerial inspections of railroad bridges and bridge crossings. Current builds include repair bots that can sand down rust and conduct repairs without lane closures and without having to place heavy equipment on our highways and bridges.

We did a quality control [inspection] on just nine of those stays and found twelve issues.  Some of them were actually  issues that were caused by the inspectors or the painters. The painter’s bucket hitting the cable, which took the coating off, creating rust and pitting which ends up eating away at the steel,”

Despite the advances in technology, Seavey emphasized IPC’s solutions will not do away with human inspectors but allow them to conduct inspections in a safer manner and provide much more detailed results.  IPC is also hiring the current experienced inspectors and re-training them to conduct the same inspections with the technology providing the asset managers the same reporting they are required to submit, just much more thorough and much less subjective.

“Within five years, I believe that robotic solutions will be the only way infrastructure inspections are conducted, commented Thaler. With the infrastructure being in the shape that it is in and budgets what they are, updating inspection methods is critical to maintaining and improving our infrastructure. NEW YORK, NY, July 27, 2017 — As college students across the country are becoming involved in cases of sexual misconduct under the Title IX federal law, major settlements are being made—and students’ lives are being ruined.

Attorney Kimberly Lau, a partner and chair of the College Discipline Practice at New York City law firm, Warshaw Burstein LLP, has handled over 100 Title IX cases, representing both male and female students. Recently, Ms. Lau was invited to meet with U.S. Secretary of Education Betsy DeVos on July 13 to share her opinions on the necessary areas for change in Title IX policy. Secretary DeVos met privately with students who had been assaulted, students who had been accused, higher education officials, and subject matter experts.

“I provided my views on how the current process is unfair and has room for improvement,” said Ms. Lau, after her meeting with Secretary DeVos. “The definition of ‘sexual misconduct’ has become too broad and now includes conduct that does not involve physical contact, or contact that does not involve sex. And students are getting kicked out of school for it. There is also not enough emphasis on credibility determinations in these matters involving charges of the utmost serious nature.”

Ms. Lau also spoke before a group of Title IX administrators at the Title IX ExecuSummit in Connecticut on July 25. 

“The interpretation of Title IX law is confusing and difficult to interpret, leading colleges to define sexual assault differently on each campus and make assumptions about what tools are at their disposal in these processes. All colleges fear running afoul of Title IX guidance at the risk of losing federal government funding if found in violation of Title IX,” Ms. Lau said.

During her presentation at ExecuSummit, Ms. Lau explained the legal significance of the 2011 Dear Colleague Letter issued by the Obama administration as compared to binding federal law, and pointed to restorative justice alternatives to the typical Title IX campus tribunal process in handling complaints of sexual misconduct.  

Currently, students accused of sexual misconduct appear before a campus tribunal (or no tribunal at all in the case of single-investigator model processes), which students often refer to as a “kangaroo” court because they can be convicted with little or no evidence, no medical or police records, and no legal representation. It is a procedure that does not allow for sufficient due process, even though some sexual misconduct violations, like rape, are of a criminal nature.

Ms. Lau shared real life examples of students whose lives were turned upside down following campus tribunals.

The first involved a law student accused of failing to get consent when having sex with his wife. His job offer was rescinded after having his diploma withheld for 2 years, and he was unable to graduate or sit for the bar exam. This action by the University disciplinary committee impaired his legal career for life.

Another real life example involved a foreign Ph.D. student who was suspended for 2 years for tapping a classmate on the head several times and sending too many emails. Due to the University’s termination of his H-1B visa, the Ph.D. student was required to leave the country or risk deportation. This Ph.D. student’s future return to the University to complete his education is even less certain given the added hurdle of overcoming the U.S.’s evolving immigration policies.

And yet a third college graduate lost a job on Capitol Hill after his employer learned about his Title IX case from a witness in the Title IX process, due to the “optics.” The final results of sexual assault cases resulting in a finding of responsibility are not considered confidential under federal law where the complainant is disseminating such information to others.

“The price of getting it wrong is monumental for students, both emotionally and financially, and for institutions who end up paying hundreds of thousands of dollars in attorneys’ fees or settlements,” adds Ms. Lau.

Jordan Johnson, a former University of Minnesota quarterback, issued a statement concerning his $245,000 settlement after he said he was falsely accused of rape: “Any student accused of wrongdoing deserves a fair and impartial hearing of the facts of his or her case. Officials at the University of Montana – people who were in positions of great power– were unfair and biased making me and my family suffer emotionally and financially.”

More recently, Columbia University settled a case with a male student accused of rape in a very public way, as his accuser carried a mattress as part of a performance art protest and made his identity publicly known. Columbia has said that it “stood by its finding clearing the accused of any misconduct.” That statement did not remove the accusations and humiliation that the accused received on campus while attending school.

In reforming the Title IX process on campus, Ms. Lau believes it is important to ensure that the process is fair and that complainants are safe. “A process that focuses on educating students instead of merely punishing them can go a long way for all involved in the process. I am recommending that colleges consider sexual education and Title IX sensitivity training, alcohol abuse courses, trauma-informed and restorative conferencing,” concludes Ms. Lau.

PHD Chamber constitutes citizen-centric Demand-Side Management Task Force

PHD Chamber of Commerce and Industry (PHDCCI), one of the apex bodies of business and trade in India, organised a roundtable discussions on “Demand Side Management and Energy Conservation Options, at the PHD House in Chandigarh.

On the occasion PHD Chamber took the initiating of setting up a citizen centric Demand Side Management Task Force in order to generate awareness and engage community in optimum utilisation of energy resources.

A structured consumer participation in managing power needs of the city would be the next step where the Chandigarh Administration is working to optimize and make city energy efficient, said Mukesh Anand, Chief Engineer, UT, who was the special guest at the roundtable discussions held at PHD Chamber of Commerce and Industry today.

PHD Chamber had organized the interactive session on “Demand-side Management and Energy Efficiency Options” with Shakti Sustainable Energy Foundation and MP EN Systems Advisory of Mumbai as knowledge partners.

Senior representatives of state electricity departments and regulatory authorities from Himachal Pradesh, Haryana and Punjab along with officials of energy development in Chandigarh were present here. Other stakeholders included state designated agencies, technocrats, energy auditors, and industries association.

UT Chief Engineer Mukesh Anand reiterated Administration’s initiatives to setup a robust smart power-grid system for optimum utilization of energy in the city including replacement of 50,000 street lights with LED bulbs, and supply of LED bulbs, tube-lights and fans to the people, which has contributed to energy savings.

A Rs.2500 crore project has been approved for the city to replace all electricity meters with smart meters with interactivity with utilities so that the consumption could be monitored and peak-hour issues could be resolved, he said.

Even the old water pumps that bring nearly 80mld of water to the city from Bhakra canal were being replaced with more energy-efficient star-rated equipment, and in order to further contain the transmission losses, all overhead power cables would be put underground for which Government of India grant is expected, he informed.

Er H S Bedi, Joint Director of Punjab State Electricity Regulatory Commission emphasized the need for more effective community-based involvement in managing peak load requirements and avoid losses incurred by power grids through outrages and equipment breakdown.

Mahesh Patankar, Managing Director of MP EN Systems, suggested the proactive engagement with the end-users of power through awareness campaigns so that collectively they can contribute to the optimum utilization of resources.

PHD Chamber’s Punjab Committee chair Rupinder Singh Sachdeva said that energy-efficiency initiatives and use of non-conventional sources of energy would benefit the large section of MSMEs in the region who would be willing to come forward to assist in this initiative.

PHD Chamber’s regional director Madhu Pillai announced the formation of a special task force which would regularly interact with all the stakeholders and provide a platform to suggest measures to help build the smart cities through smart utilization of resources by the citizens.
